Lena Riecke

Lena Riecke is a PhD candidate at Leiden University’s Institute of Security and Global Affairs (ISGA) in The Hague. Her research focuses on governing the transfer of ‘dual-use cyber surveillance technologies’ (spyware) to states that abuse it to violate fundamental human rights. She adopts an interdisciplinary approach in her research, engaging with the law, intelligence and security studies, as well as cybersecurity. She holds a BA in Law from the University of Cambridge (first class), as well as a LLM in Public International Law from Leiden University (cum laude). During her previous undergraduate and postgraduate studies, Lena researched the protection afforded by international humanitarian law (IHL) and international human rights law to civilian data from targeting during international armed conflict and studied the regulation of lethal autonomous weapons systems under IHL from a postcolonial perspective.
