The Hague Program on International Cyber Security invites researchers and professionals with an interest and/or background in international cyber security at any stage of their career (from early-career researchers to established professionals) to apply for one of our visiting fellowships in order to conduct research and fieldwork, exchange with the program and with The Hague policy community, and present their research to a wider audience. We aim to be an independent and inclusive platform, welcoming experts across the world to cooperate with us when it comes to our research and other work on international cyber security.

Selected visiting fellows can join us during the Fall or Spring semester for short research visits of 1 to 3 weeks at Leiden University’s The Hague Campus. The fellowships cover travel and accommodation expenses.

Application periods and timings of the fellowship

For a fellowship during the 2025 Spring semester (February to June), please apply by 30 November 2024.

For a fellowship during the 2025 Fall semester (September to mid-December), please apply by 31 May 2025.

We are unable to accommodate visiting fellows outside of these periods.

The minimum duration for a fellowship is one week and the maximum duration is three weeks.

What to include in your application

In order to apply, please send your full application (in one single .pdf or .doc(x) file) to Ms. Corianne Oosterbaan at c.m.oosterbaan@fgga.leidenuniv.nl by the respective deadlines containing:

1. A statement of intent of maximum 2 pages, elaborating on the following questions:

  • Why you are applying and what you intend to work on during the fellowship;
  • Why you are a fit with our program;
  • A short pitch for a deliverable you will produce during your fellowship, in cooperation with our researchers, such as a (policy) paper, blog post, lecture, etc.
  • How you are planning to interact with the researchers of the Program and how your own research would benefit from these interactions;
  • Preferred dates and duration (must be included; please be specific [e.g. 1-14 October], multiple dates/options preferred)

2. A full CV, including a full list of publications.

Only complete applications will be accepted for review. We will review all applications only after the application deadline has passed and aim to communicate the outcome of our decision within four weeks. We do not accept applications that are incomplete or sent after the deadline.
