Postdoctoral researcher Isabella Brunner provided input as an independent expert to the latest session of the OEWG 2021-2025 on the topic of norms, rules and principles, nominated by Austria.
Experts were asked by the Chair to provide input on two questions: one, on whether any additional norms could be developed over time, and two, whether implementation of existing norms is lacking and where. During the meeting Isabella, proposed a new norm on the protection of International Organisations from cyber harm, and to remind states that a framework of responsible state behaviour is only effective if its norms are also specifically being invoked by states.
