The report ‘Weder Krieg noch Frieden – Cyberattacken und wie Staaten darauf reagieren’ interviews Monica Kaminska and other experts, such as Christopher Painter, Greg Austin, Sven Herpig and Thomas Rid, on the topic of cyber attacks and how states react to them. Monica Kaminska discussed the concept of unpeace, the difficulty of attribution and political decisions to publicly assign responsibility and the desire for more cyber diplomacy.
